The Order in Council providing for the establishment of a Committee by the Secretary of State for the purpose of conferring medical degrees of Hong Kong University as now been passed and I have attached a signed copy of the Order at 3842.
I understand that before he went on sick leave, Mr. Paskin discussed this matter with Mr. Roberts Wray and it was suggested that the Secretary of State should now appoint the Committee to meet in Hong Kong and not in this country as was contemplated before the end of the Japanese war. The advantage of this course would be that the technical difficulty discussed in previous minutes would be overcome since the degrees would then be granted"in a British Possession" and would thes meet the condition laid down in Section 11 of the Medical Act, so rendering the degree holders eligible for registration with the General Medical Council. (This difficulty is discussed in paragraph of our letter at 21 to the G.M.C).
The conferring of the degrees by a Committee sitting in Hong Kong would have the additional advantages:-
